Housing Act - Introduction

The Housing (Scotland) Act 2001 (The Act) received its Royal assent on 18 July 2001. The Act which is the largest and most technically complex yet passed by the Scottish Parliament introduced, among other things, a strengthened set of rights for homeless people and a new tenancy system (the Scottish Secure Tenancy) for existing tenants.

Some of the Act’s aims are to:

  • Prevent and alleviate homelessness and strengthen the rights of homeless people.
  • Provide an enhanced, consistent set of rights for tenants across the social rented sector.
  • Create a single regulatory framework, applicable to all social landlords, including local authorities.
  • Promote equal opportunities by local authorities and social landlords.
